The project involves an investment of more than US$1 billion in a desalination plant near Tocopilla and a water pumping system to supply the Northern District’s operations. The project is being executed through a BOOT (Build, Own, Operate, and Transfer) contract, whereby the consortium (Transelec-Marubeni) is responsible for engineering, financing, and operating the system. The C3 Consortium (CyD and CDM Smith) is Codelco’s technical advisor, and its tasks include counterpart engineering responsible for conducting high-level reviews to prevent fatal failures. It also provides on-site supervision, safety support, progress monitoring and supervision of the works, verification of compliance with environmental commitments, as well as support in risk analysis and contractual compliance for Transelec and Marubeni.
